FAKE Police / Stats Account

When creating a police or stats account you can set type to FAKE:

When FAKE type is set, any user and password will be accepted, and data won’t be sent to the authorities for real. But a successful registration will be simulated and the statuses will change to COMPLETE as in a normal scenario. The timings will be simulated too.
